In Brazil they can do this because (1) there are never any bystanders in urban neighborhoods there, and (2) their snipers are perfect marksmen. This particular sniper took 13 shots to warm up the gun (one shot was fired when another vehicle was right next to the target vehicle). The driver seems to slow after the 14th shot and then quietly parks his truck after the 15th.
Snopes says the sniper is not Sarah Palin.
