SUSPECT: Percy William SINGLETON, Male, Black, 5-10, 149 pounds, Brown eyes, Gray hair; Address: 66200 blk Hacienda, DHS
CHARGES: PC 290 (B) Failure to Register within 5 Working Days of Change of Address
PC 290.018 (b) Failure to Register as a Sex Offender w/prior
PC 667 (C) Prior Felony Convictions with Prison Sentence
STATUS: In Custody, Riverside County Jail, Bail: $55,000
DESCRIPTION OF INCIDENT
PERCY WILLIAM SINGLETON was convicted on November 28, 1984 in the Desert Superior Court, County of Riverside, State of California for the following crimes:
Two counts of PC 288(A) Lewd Acts with a Child under 14 years of age, two counts of PC 288A(C) Oral Copulation with Child under 14 years of age with Force, one count of PC 261.5 Unlawful Sexual Intercourse with a Minor, one count of Unlawful Sexual Intercourse with a Minor, ICR8732. All of the above crimes are felonies and Singleton was sentenced to eight years in prison. These crimes are felony strikes.
PERCY WILLIAM SINGLETON was convicted on May 26, 1998 in the Desert Superior Court for two counts of PC 290 (G)(2) Failing to Register as a Felony Sex Offender receiving 36 months probation, INF029770.
PERCY WILLIAM SINGLETON was convicted on December 7, 1999 in the Desert Superior Court for two counts of PC 290 (G)(2) Failing to Register as a Felony Sex Offender and he received 16 months in prison, INF033278.
Because of SINGLETON'S convictions on November 28, 1984, he is required by PC 290 to register with the law enforcement agency with jurisdiction over his residence. He is required to register within five working days whenever he changes addresses and within five working days of his birthday, annually, for life. Singleton is aware of his lifetime registration requirement.
During the course of the past month, it was learned that SINGLETON moved to an address on Hacienda and had not notified the DHS PD of the move. Investigation showed he had been away from his previously known address for a period of approximately five months.
Based on the above, Detective Patti Hartman requested and received a warrant for Singleton's arrest. Yesterday, Officer Mike Valentich located and arrested Singleton without incident.
The DHS PD is actively monitoring and holding registered sex offenders accountable to their registration requirements. This case is an example of what has been happening, and what will continue to happen if a person responsible for registering themselves at their current residence fails to do so.

I agree. When he was convicted in 1984 I'm sure these requirements were not in place. The laws violate the 4th amendment. But the ugly reality is that on one side you've got a population of mostly low income sex offenders that even the ACLU doesn't want to defend, and on the other you've got legislators who don't dare vote to reduce penalties applied to those sex offenders.

Wow. Look at his conviction date. The old expression "10 will get you 20" has turned into "10 will get us to toss out the constitution and fuck with you your entire life" The guy served his time. The constitution truly is "just a god damn 200 year old piece of paper" That was what George W. Bush said anyway. Based on most people's comments it would appear they are as stupid as he is.
