Urgent Care Center Request
Having looked through the request submitted to the Desert Hot Springs RDA for funding for the "Palm Plaza Medical Campus" more commonly known as the Urgent Care Center proposed by Horizon Medical Group or Dalkas, Riordan and Koulos (AKA, DRK), I didn't find anything that greatly conflicted with the story as written by Dean Gray, if you allow for some colorful flourishes. I don't think I read anything in the request that would pull at my heartstrings, but being the beast that I am, my heartstrings are difficult to pull.
Here's a December 18, 2007, memo from RDA Executive Director Rick Daniels to the RDA (the city council) addressing the request from Dalkas, Riordan and Koulos. I was at that city council meeting, but I don't recall any discussion of the matter, and I didn't note anything about it in my write-up of that meeting - but I did point out that the complete agenda package that night was 258 pages long, so it would have been easy to overlook one memo that wasn't discussed.
Anyway, you see in that memo that back in December DRK was asking for more than $2.3 million. But you also see that RDA staff is recommending only items 1 ($545,480 for 6 years of leasing 39 spaces), 2 ($86,562 for another 3 years leasing those spaces), 3 ($119,000 to build a median on Desert View) and 8 ($94,860 lost rent for keeping the space empty this year). Further, staff says items 9 and 10 ($465,000 for architectural enhancements in 2008-09 and 2009-10, respectively) need to be reviewed by a qualified individual. I translate that as "maybe."
The recommended totals, then, are only $845,902 or $1,310, 902, depending on the architectural enhancements. But, again, that was all back in December. Who knows how the thing has been tweaked during intervening months. I believe the issue is coming up before the RDA board (i.e., the city council) "soon." Then I'm sure all will be crystal clear.
